A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 E. Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Mr. McCollum and Mr. Stamis were both absent from the meeting.
Mr. Howell made a motion, seconded by Vice President Purcival, to adopt the Minutes of the 7/22/15 meeting, as submitted; motion carried.

At this time, President Bull did turn the meeting over to Mayor Gordon and Chief Egan to swear-in two new part-time police officers. Those officers are Officer Christopher D’Antonio and Officer Patrick McKeown. Prior to the swearing-in, Councilman William Howell did perform the invocation prayer.

At this time in the meeting, Michael Peters from General Code Publishers gave a presentation to Council with regard to codifying the Borough Code book and also having it put into e-code form.

Mayor’s Report: (Ardele Gordon)

Total calls for the month of July 2015 = 161. Leading categories: assist other police agencies – 19; domestic disturbances – 11; medical emergencies – 11. Total traffic violations = 58. Leading categories: red traffic signals – 10; registration violations – 8; obedience to traffic control devices – 8. Offenses reported: theft – 6; criminal mischief – 3; assault – 3. Offenses cleared = 3. Arrests = 3. Total non-traffic offenses = 3.

The police department received a grant from the PA Dept. of Transportation for aggressive driving in the amount of $ 1,200.00. The police department will have extra traffic details throughout the Borough during the month of August and September.

President’s Report: (Douglas Bull)

President Bull reported that the Chester Water upgrades are moving along nicely. He thanked the residents for their patience. These upgrades should help with hydrant flow, etc. Mr. Capobianco indicated he has spoken to the Foreman of the CWA (Joe Stanford) and was told CWA upgrades and resurfacing will all be completed by the second week in September 2015. Ms. Catania requested Mr. Capobianco remind the Foreman to contact her prior to any street repairs.

President Bull reported that Council met with members of the Parkside Fire Company regarding the Fire Company’s deteriorating financial issues. Council is hoping to add a line item to the budget to assist firefighting.

Budget planning season is rapidly approaching. President Bull would like all Committees to submit their wish list to Mr. Howell and Mr. Possenti as soon as possible.

President Bull also indicated Council needs to discuss specifications for a new trash contract. Residents have expressed to him that they would like more recycling pickups.




Public Safety Report: (Dave Favinger)

Fire Marshal – Seven Use & Occupancy inspections and 29 rental inspections were conducted during the month.

On 8/12/15 there was a hazardous materials fire at the Parkside Elementary School.

Mr. Favinger attended several meetings in reference to the Papal Visit. The Emergency Management Office will be working with the County from September 25th at 11:00 p.m. to September 28th at 7:00 a.m. to assist as needed.

Code Enforcement – 14 W. Roland Road – A to U services has cleaned the interior and exterior of this property.
127 W. Elbon Road – illegally parked trailer on property (has been moved)
14 W. Chelton Road – illegally parked trailer on street (has been moved).
2829 Edgmont Avenue – trash out front and alongside of building
110 E. Avon Road – tree has been cut up and removed from property
17 W. Elbon Road – A to U cut the property and removed bush, etc. – front of house
100 Beechwood Road – U&O issued
12/14 W. Roland Rd – trash in front, cleaned and removed
2603 Edgmont Avenue – business in operation without current U&O/safety inspection

47 additional property maintenance concerns were reported and Mr. Favinger spoke to the owners and these violations were corrected.

There are currently 14 vacant houses and at least 25 houses up for sale. The Code Enforcement Department will be placing stickers on the vacants and the police department and Code Enforcement Department will inspect these dwellings during routine patrol to make sure nobody has gained access to them.

License & Inspections – Eleven building permits, two plumbing permits, one electrical permit and four street permits were issued for the month.

Vice President Purcival did thank Secretary Higgins and Mr. Favinger for working on getting
stickers to be placed on vacant homes.



Police Report: (Shirley Purcival)

Vice President Purcival reported that the new phone system has been installed, personnel have been trained and everyone likes them. Vice President Purcival asked if anyone knows if Acteon needs the old phones, or the junction box that was on the wall, back. She suggested we store the equipment until the next E-Waste Collection,

The new police vehicle is being worked on to add lights, sirens, radio, decals, etc. The old vehicle has had all decals and equipment removed and will be posted on Municibid.

The school flashing signals will be turned on September 7th, in time for the first day of school on September 8th, 2015.

Public Works/Buildings and Grounds Report: (Mary Conlin)

Ms. Conlin reported that the Borough Hall has had general cleaning; emptying trash and recycle bins, etc. Grass was cut on all Borough properties along with trimming, emptying trash cans, picking up trash, etc. Signs are being replaced that are unserviceable. The grass continues to be cut in the Woodlot along with general maintenance and cleaning brush away from signs.

Mr. Cornog will be stopping by to speak to Brookhaven to see if we are able to use them again this winter for road salt. It will be here before we know it.

Ms. Conlin did thank Ryan Cornog for all his work in cleaning up the Woodlot from the damage caused by the 6/23/15 storm. Mary had several calls regarding issues in the Woodlot and Ryan was able to take care of all the issues.

Ms. Conlin has obtained 3 estimates from companies for Woodlot maintenance. Vice President Purcival asked if Mr. Winiarski would be able to assist in maintaining the Woodlot.

Mr. Howell suggested a Beautification Committee be appointed of volunteers interested in cleaning up the Woodlot and Borough. President Bull suggested everyone get together in the Fall to discuss Woodlot beautification.




Vice President Purcival made a motion, seconded by Mr. Capobianco, authorizing West Garrison Road sinkhole be dug up, at a cost not to exceed $3000, to determine the cause of the sinkhole; motion carried.

Ordinance Committee Report: (Frank McCollum) Progress

Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Vice President Purcival, to accept the Treasurer’s Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Vice President Purcival, to pay bills when properly approved; motion carried.

Mr. Howell made a motion, seconded by Mr. Capobianco, to adopt Resolution No. 1740 setting the 2016 Police Pension Plan Minimum Municipal Obligation Budget at $ 67,073; motion carried.

Mr. Howell generously announced that if a Newsletter regarding trash information or any other information is prepared, his family will be glad to assist in hand-delivering to every house in Parkside.

Recreation Report: (Nick Capobianco)

Mr. Capobianco thanked Chief Egan for his donation toward Community Day.

Mr. Capobianco indicated Mark Townsend is doing a great job getting everything together for Community Day.

Officer Mark Marchesi was thanked for posting the “no parking on Blossom” alert on the police website.

Mr. Capobianco made a motion, seconded by Vice President Purcival, authorizing a donation of $200 to the Brookhaven Basketball League; motion carried.




Communications/Energy Conservation Report: (Jason Stamis)

The Secretary did ask why Mr. Stamis has not yet posted information on the website about the upcoming Community Day. Residents are calling the office asking about Community Day and asking why it is not posted. The Secretary did not receive a valid response.

Tax Collector Report: (Ed Fisher)

Mr. Fisher collected a total of $ 1,622.11 during the month of August. To date he has received a total of $ 723,543.92.

Engineer Report: (Lisa Catania)

Ms. Catania informed Council that only one bid was received for the 2015 road program. The bid was from A.F.Damon in the amount of $56,885, which is actually lower then anticipated.
Ms. Catania suggested the Borough accept the bid.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to award the bid for the 2015 Road Program to A. F. Damon at a cost of $ 56,885; motion carried.

Mr. Schaeffer of the County Planning Department has requested a list of all projects pertaining to transportation. All information is due November 2015. Please let Ms. Catania know if the Borough is interested in applying for grants.

Ms. Catania would like to have Council’s recommendations for the trash contract specs so that she can get the bid request out.

Solicitor’s Report: (Jay Wills)

Mr. Wills was recently contacted by Delaware County Tax Claim regarding several properties in the Borough that are going up for tax sale next month. Mr. Wills did inform DCTC of the liens.

Mr. Wills requested an executive session immediately following this meeting to discuss police personnel issues.


Unfinished Business:

President Bull did mention he is working on trying to have a pedestrian bridge built over Edgmont Avenue at Forestview Road for the safety of the children crossing for school.

CALL TO CITIZENS:

Kellie Anderson of 66 East Chelton Road questioned Council about recently enacted Ordinance #518 restricting parking on Blossom Avenue during school hours. Ms. Anderson lives at the corner of E. Chelton and Blossom and has been parking on Blossom (outside the side door of her home) for the last 12 years. She was irritated that she was not notified of this Ordinance and that it would inconvenience her. Chief Egan informed her he will notify his Officers not to ticket anyone parking on Blossom until this situation is remedied.

Ms. Anderson indicated she would like to volunteer to assist the Borough in Woodlot cleanup.

Judy Saunders of 62 East Chelton Road suggested that a sign-up sheet be put on a table at Community Day for all those residents willing to volunteer for Borough and Woodlot cleanup.

There being no further business, Vice President Purcival made a motion, seconded by Mr. Howell, that the meeting adjourn; motion carried. The meeting adjourned at 8:55 p.m.
