A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 E. Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Mr. McCollum was not present and did not contact anyone prior to the meeting that he was unable to attend.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt the Minutes of the 5/27/15 meeting, as submitted; motion carried.

The Secretary read a letter addressed to Chief Egan from Chief McGoldrick of Brookhaven Police Department. Chief McGoldrick commended and thanked Officer Brian McNeill for his assistance during a “shots fired” incident in which a Brookhaven Officer ended up in a car accident. Officer McNeill took over the crash scene and called Chief McGoldrick at home to inform him of the incident.

The Secretary read a letter from Linda Hill, Director of the Delaware County Office of Housing and Community Development, informing the Borough that Parkside’s application for FY 2015 CDBG funds has been denied.

Council was informed that Michael Peter of General Code Publishing will attend the Borough’s August 2015 Council meeting to give a presentation on what General Code can offer to update the Borough’s Codebook.

The Secretary read a letter addressed to the Animal Protection Board of Delaware County, attention Brian Razzi, Chairman, from the Secretary requesting that Boroughs receive information when pets are claimed so that the Borough can collect the fees from the animal owner.

Mayor’s Report: (Ardele Gordon)

Total calls for the month of May 2015 = 146. Leading categories: assist other police agencies – 41; domestic disturbances – 6; disturbances, fights – 5; suspicious persons – 5. Total traffic violations = 81. Leading categories: speeding in school zone – 29; obedience to traffic control devices – 13; seat belt violations – 10. Offenses reported: criminal mischief – 3; burglary – 3; theft – 2. Offenses cleared = 3. Arrests – 3. Total non-traffic offenses – 3.

All officers, as of May 31, 2015 have completed the yearly mandatory training required by the Municipal Police Education and Training Commission.

The officers have also completed the mandatory First Aid and CPR training.

President’s Report: (Douglas Bull)

President Bull thanked the Parkside Fire Company for opening their doors for anyone needing to charge their phones, etc. during the recent storm and power outage in the Borough.


President Bull thanked the Police Department for all their hard work during the recent storm and power outage.

President Bull also thanked Mr. Favinger for making himself available during the storm and power outage for any necessary emergencies.

President Bull did inform Council that he replied to an e-mail from Ed Truitt, of Delaware County, requesting an estimated amount of money the Borough needs to spend to get back to normal after the recent devastating storms. This declaration is under Act 187.

Public Safety Report: (Dave Favinger)

Fire Marshal – Six Use and Occupancy inspections and 14 rental inspections were conducted during the month. Mr. Favinger investigated a fire on 6/19/15 at 2705 Edgmont Avenue – underground explosion that was a PECO problem. On 6/23/15 there was a substantial storm that caused multiple issues that Mr. Favinger dealt with.
The Fire Department staffed their fire and ambulance equipment throughout the night during the storm.

Code Enforcement – The following issues were addressed during the month:
2616 Parkside Terrace – issues with mattresses lying against house, owner send citation.
234 E. Avon Road – pool issue should be corrected within the week.
2618-20 Parkside Terrace – work continues at this address for the mold and water leak.
130 W. Chelton Road – scrap metal business once again shut down pending citation payments.

License & Inspections - Six Building, two Plumbing, 0 Electrical and 2 Street opening permits issued for the month.

Police Report: (Shirley Purcival)

Vice President Purcival reported that all police vehicles received required maintenance.
Vice President Purcival did thank the Parkside Police Department and Parkside Fire Company
for all their efforts during the recent storm and power outage.

Vice President Purcival requested an emergency generator be installed at the Borough building. She suggested Council budget $4000 in the 2016 budget for this purpose.


The new police vehicle is in and parked in front of the Borough building if anyone would like to look at it.


Public Works/Buildings & Grounds Report: (Mary Conlin)

Ms. Conlin thanked the Roadmaster, Ryan Cornog, for his hard work cleaning the Borough up following the recent storm.

Ms. Conlin presented Council with an estimate from Rusted Root to clean up fallen trees and removing debris for a cost to the Borough of $9000.

Ms. Conlin questioned if when Chester Water is finished with their work, will the Borough streets be completely repaired. Ms. Catania indicated no, there will just be partial repairs.
Ms. Catania suggested the Borough request a sit-down with executives from Chester Water to get street restoration better then trench repair.

Ms. Conlin reported that Ryan continues to replace street signs.

Ms. Conlin made a motion, seconded by Mr. Howell, to have tree work done in the Woodlot, not to exceed $9,000 and to obtain estimates; motion carried.

Ordinance Report: (Frank McCollum)

Vice President Purcival made a motion, seconded by Mr. Capobianco, to advertise Ordinance 517, Floodplain with intent to adopt at the 7/22/15 meeting; motion carried.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to advertise Ordinance 518, No Parking on Blossom, with intent to adopt at the 7/22/15 meeting; motion carried.

Mr. Stamis reported that during the month a total of 240,700 pounds of refuse was removed from the Borough, 5,920 pounds of bulk trash, 17,000 pounds of recycling and 9,800 pounds of e-recycling.





Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Vice President Purcival, to accept the Treasurers Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Vice President Purcival, to pay the bills when properly approved; motion carried.

Mr. Howell did remind Council that if there is anything to be purchased over $1000 he be notified prior to the purchase.

Recreation Report: (Nick Capobianco)

Mr. Capobianco reported that the 4th of July Celebration will be held at the Borough Hall at 11:00 a.m. Mike and Roberta Cole and Mark Townsend will head the committee. Mr. Capobianco requested the reporter (Loretta Rodgers) put the information in the Daily Times.

Mr. Capobianco did thank the Police Department and Fire Department for all their hard work during the storm and power outage.

He thanked Ryan Cornog for his dedication and cleanup of the Borough following the storm and power outage. He also thanked Officer Mark Marchesi for updating and maintaining the Parkside Police Department Website and Facebook.

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis did remind everyone that the next E-Recycling event in the Borough will be July 18th.

Mr. Stamis made a motion, seconded by Mr. Howell, for $150 to pay the bill for the web hosting; motion carried.

Mr. Stamis indicated there is a lot of information on the PECO website regarding the power outage.

Mr. Stamis indicated he will not be able to make the 4th of July Celebration this year.

Tax Collector Report: (Ed Fisher)

Total collected for June as of 6/24/15 = $ 22,331.66. Sum total collected for 2015 to date is $ 718,245.77.

Engineer’s Report: (Lisa Catania)

Ms. Catania reported that no bids were received for the Pedestrian Lighting on Edgmont Avenue project.

Mr. Howell made a motion, seconded by Vice President Purcival, authorizing the Engineer to re-advertise bids for the CDBG YR14 project; Pedestrian Lighting on Edgmont Avenue; motion carried.

Ms. Catania does not have any recommendations, at this point, regarding a 2015 road program. She requested Council come up with a dollar figure for the program.

Mr. Howell made a motion, seconded by Vice President Purcival, authorizing the Engineer to advertise the 2015 Road Program; motion carried.

Ms. Catania suggested that before the Borough allows anyone to do a large project in the Borough that a pre-construction meeting be required by the Borough. Ms. Catania indicated that Mr. Kennedy has expressed that PACT I (the company doing the Chester Water project) is very easy to work with.

Mr. Howell informed Ms. Catania that there is a copper pipe is located at the end of his street (E. Chelton Road) and keeps getting run over by vehicles in the area.

Solicitor’s Report: (Jay Wills)

Mr. Wills reported he issued a termination of contract letter to Star-to-Star indicating Parkside Borough no longer wants their services. He also requested a return of the deposit the Borough gave them. To date he has not received a reply.

Mr. Wills has filed nuisance abatement work liens against 110 W. Roland Road and 102 E. Avon Road.


Mr. Wills requested an Executive Session immediately following this meeting.

Unfinished Business:

Mr. Capobianco reported that he met with two Elwyn Representatives in the Borough office to discuss on-going complaints from residents. If anyone has issues with Elwyn properties, contact Mr. Capobianco and he will remedy the situation through his contacts.

The Secretary thanked both Ms. Catania and Mr. Capobianco for their generous donations
of art work for the Borough office.

There being no further business, Vice President Purcival made a motion, seconded by Mr. Capobianco, that the meeting adjourn; motion carried. The meeting adjourned at 8:10 p.m.
