A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 East Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Mr. McCollum was not in attendance.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt the Minutes of the 1/28/15 meeting, as submitted; motion carried.

Mayor’s Report: (Ardele Gordon)

Total calls for the month of January 2015 = 137. Leading categories: assist other police agencies –25; traffic and parking problems – 15; police information – 13; domestic disturbances – 7; medical emergencies – 7. Total traffic violations = 19. Leading categories: red traffic signals – 6; registration of title required – 5; driving while license is suspended – 2. Offenses reported: theft – 5; assault – 4; illegal weapon possession – 1; drug possession – 1; criminal mischief – 1
Arrests = 4.

President’s Report: (Douglas Bull)

President Bull reported he attended a CRC watershed meeting.
President Bull informed Council that a Code revitalization/e-Code is being explored and he would like to table that topic until the March Council meeting.

President Bull indicated that the Borough is in compliance with the completed audit of the Police Pension Plan with PENNDOT Municipal Services.

Public Safety Report: (Dave Favinger)

Fire Marshal – Six Use & Occupancy inspections were completed during the month.
Two investigations were conducted. On 2/10/15 208 E. Roland Road was found to have a water leak from a broken pipe and on 2/19/15 150 W. Garrison Road was found to have a water lead from a broken pipe.

Code Enforcement – Mr. Favinger followed up on a report from the trash hauler that the resident of 221 E. Avon Road (Chester side of street) is putting trash out on Parkside Borough side of the street for pickup.
Sidewalks were not shoveled at 25 W. Chelton Road.
150 E. Chelton Road has several property maintenance issues Mr. Favinger is working on.

License & Inspections – Six building, two plumbing and 1 electrical permit were issued for the month.

Police Report: (Shirley Purcival)

Vice President Purcival reported general maintenance on police vehicles for the month. Vehicle 25-21 (SUV) had windshield and windshield wipers replaced. Vehicle was damaged after slipping on ice and hitting snow/ice bank. Bumper and side molding were damaged. Vehicle will be repaired on Monday (3/2/15) at R & R Collision.

Vice President Purcival did thank Sgt. Paul for keeping up on the maintenance of the police vehicles. She also thanked Ryan Cornog for an excellent job clearing streets during the recent snow storms.

Public Works/Buildings & Grounds Report: (Mary Conlin)

General cleaning of Borough hall was done during the month. Litter and trash cans on Borough properties were picked up and emptied. The walking trail in the Woodlot was cleaned of litter and trash cans were emptied. Streets have been plowed and salted and sidewalks have been shoveled and calcium chloride was put down.

Ms. Conlin thanked Mr. Cornog for doing such a great job keeping streets clear during the recent storms.

Ms. Conlin suggested that cleaning supplies and paper products for the Borough building be ordered and not purchased at Home Depot by Mr. Cornog. She indicated that the Borough truck is expensive for him to keep running to Home Depot for supplies. She suggested that when he goes to Home Depot he use the unmarked police vehicle instead of the truck. She will contact Mr. Cornog and speak with him regarding this situation.

Ms. Conlin made a motion, seconded by Mr. Capobianco, authorizing $250 for use, in conjunction with a $250 donation from Treasurer Possenti, as a scholarship from Parkside Borough for a Parkside Borough senior from Sun Valley High School; motion carried. Letters from candidates should be available for Council to review at the March Council Meeting.

Ordinance Report: (Frank McCollum) Mr. McCollum was not present.

Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Vice President Purcival, to accept the Treasurer’s Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Vice President Purcival, to pay bills when properly approved; motion carried.

Mr. Howell has been exploring costs on having the Borough Codebook converted and updated into “e-code”. He will give paperwork to Council members for their review and revisit at the March Council meeting.

Recreation Report: (Nick Capobianco)

Mr. Capobianco made a motion, seconded by Vice President Purcival, authorizing a check in the amount of $1,500 payable to Mr. Capobianco for 2015 Easter Celebration; motion carried.

Mr. Capobianco made a motion, seconded by Mr. Howell, authorizing a donation in the amount of $150.00 to the Brookhaven Girls Softball League for the 2015 softball season; motion carried.

Mr. Capobianco informed all that the Easter Egg Dyeing event will be held on Friday, March 27, 2015 at the Parkside Elementary School from 7pm – 9pm for residents ages 3 to 12. All children MUST BE accompanied by an adult.



The Easter Egg Hunt will be held at noon on Saturday March 28th, 2015 at the Woodlot for residents age 3 to 12. The rain date is April 4th, 2015.

Roberta Cole has volunteered, once again, to be the Easter Bunny at both events.
Transportation for the bunny has already been arranged with the Parkside Fire Company.

Mr. Capobianco thanked the Borough Secretary for assistance in applying for use of the Parkside Elementary School facility.

Mr. Capobianco thanked Lance Ranalli for restoring the damaged street sign located at E. Roland Road and Edgmont Avenue, at no cost to the Borough.

Mr. Capobianco thanked Stevie Giancristoforo for his attendance at the last Council Meeting to discuss the new phone system/new computer system.

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis reported the recycling totals for the month of January 2015: refuse - 137,320 pounds; single-stream recycling – 7,860 pounds; bulk trash – 13, 040 pounds.

Mr. Stamis reported that a conference call between Stevie G. and Acteon took place regarding the new phone system. The project will be moving forward.

Mr. Stamis reported that when the weather clears a bit he will be in touch with the Borough businesses with regard to the Parkside Small Business Association.

It was reported that the new Zoning Ordinance and MS4 information, etc. has been posted on the Borough Website.

Mr. Capobianco asked if the Parkside Small Business Committee is funded by the Borough. President Bull indicated this is a pro bono undertaking.

Tax Collector Report: (Edward Fisher)

The Tax Collector has turned over a total of $ 63,246.29 to date to the Treasurer.

Engineer Report: (Lisa Catania)

Ms. Catania informed Council that we are required, annually, to discuss the MS4 program. Mr. Stamis posted all the information on the Borough website. A report will be sent to DEP in June 2015 indicating we have completed all requirements.



Ms. Catania indicated that she sent a copy of the CDBG plan (lighting program) to PENNDOT. The Borough requested $113,000 for the CDBG; however, we were only awarded $70,000 for the 2014 CDBG. We should know by April if we will be receiving additional funds. The plan calls for 13 lights (along Edgmont Avenue) and 6,400 sq. ft. of concrete restoration. It was suggested, by the Engineer, that a grass
Strip be added to the plan to reduce the amount of concrete restoration necessary.

Ms. Catania did contact PECO (Ralph Brown) to see if there is any money available through the “Smart Ideas” grant that PECO offers. All of the intended lighting will be LED. Ms. Catania will look into other available grants through PECO.

Vice President Purcival made a motion, seconded by Mr. Stamis, to adopt Resolution No. 1727 Application for 2015 County Aid in the amount of $2,430.00; motion carried.

Solicitor’s Report: (Jay Wills)

Mr. Wills reported that he has filed 34 municipal liens on behalf of the Borough for unpaid 2014 trash fees.

Unfinished Business:

The Secretary reminded Council to fill out and return Ethics Forms to her ASAP. They are to be filed for 2014. Mr. Capobianco asked the Solicitor if the Ethics Forms are required by law each year. Mr. Wills informed him they are.

The Secretary informed Council that the Zoning Hearing Variance originally applied for by residents of 3225 Tom Sweeney Drive has been withdrawn. The residents decided to move to Brookhaven.

Mr. Bull thanked the professional staff (Solicitor, Engineer, Treasurer and Secretary) for their assistance in getting all paperwork necessary to resolve the 2013 State audit.

Mr. Stamis indicated he posted information on the website regarding a new program called “Smile Day”. The date for this event is March 30th and free dental care will be offered to children and youth.

CALL TO CITIZENS:

Thomas G. Deitman of 107 East Elbon Road addressed Council regarding a property he came to Council about in April 2014. It is the small structure behind 110 E. Chelton Road that, years ago, was converted from a garage to living quarters. Mr. Deitman reminded that, at the April 2014 meeting, President Bull indicated the Borough is in the process of condemning that property. Mr. Deitman asked if this property has been inspected by the Engineer and condemned as

promised. President Bull indicated the property has been boarded up for safety purposes. Mr. Deitman indicated he is aware of that but has the property been inspected and condemned by the Engineer. Mr. Deitman feels the property should be declared “urban blight”. According to Statute 1702 there are nine legal standards that determine blight. This property meets 7 of those standards. Mr. Deitman wanted to know the answer to 3 questions:
1) Has the property been condemned?
2) Was Engineer authorized to follow through under Statute 1702?
3) Did the Borough authorize Inspectors to inspect the building?
Mr. Deitman was told that the Code Enforcement Officer, Dave Favinger and the Roadmaster, Ryan Cornog, did seal that property.

New Business:

The Secretary informed Council that Joe Alutuis from Penn Delco Athletic Department called to inform the Borough that the Home Coming for the next school year (at Sun Valley High School) will be 9/25/15 and if any groups are interested in participating in the parade, they are welcome. More information will follow.

There being no further business, Vice President Purcival made a motion, seconded by Mr. Stamis, that the meeting adjourn; motion carried. The meeting adjourned at
