A regular meeting of the Parkside Borough Council was held in the Borough
Council Chambers located at 22 East Elbon Road, Parkside, PA on the above date.
The meeting was called to order at 7:00 p.m. by Council President Douglas Bull.
Following the Pledge of Allegiance the roll was called with the following in attendance:

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt the Minutes of the 11/19/14 meeting, as submitted; motion carried.

The Secretary read a letter from Chester Ridley Crum Watersheds Association (CRC) requesting a donation from the Borough for the CRC 2014 Annual Appeal.

Vice President Purcival made a motion, seconded by Mr. Capobianco, authorizing a donation in the amount of $50.00 to the CRC Watershed Association; motion carried.


Mayor’s Report: (Ardele Gordon)

Total number of calls for month of November 2014 = 163. Leading categories: assist other police agencies – 21; domestic disturbances – 13; fights – 10. Total traffic violations = 120. Leading categories: speeding in school zone – 26; red traffic signals – 21; stop sign violations – 16. Offenses reported: criminal mischief – 5; theft – 3; fraud – 2. Offenses cleared – 2. Arrests – 2. Total non-traffic offenses – 5; total non-traffic offenses cleared – 5.

The Mayor, on behalf of the Parkside Police Department and her husband Ted and herself, wished everyone a Merry Christmas.

President’s Report: (Doug Bull)

President Bull read Resolution 1735 acknowledging the Borough Secretary, Linda Higgins, for her 25 years of employment as the Borough Secretary. President Bull also presented the Secretary with a beautiful plaque.

Vice President Purcival made a motion, seconded by Mr. Capobianco, adopting Resolution No. 1735, acknowledging the Borough Secretary; motion carried.

President Bull indicated he would like to initiate a Parkside Borough Small Business Committee. He appointed Mr. Stamis to Chair the Committee.

Public Safety Report: (Dave Favinger)

Fire Marshal – Mr. Favinger conducted 23 rental inspections and 2 U&O inspections for the month. He assisted Chichester Township in the investigation of a fatal house fire at 100 Fronefield Avenue.

Mr. Favinger wished everyone Happy Holidays and suggested everyone keep their Christmas tree watered and make sure all electric wiring is safe.

Code Enforcement – Addressed a fire hazard at 33 Park Vallei Lane; concrete work being done without a permit at 12 W. Avon Road; tree branches blocking sidewalk at 32 W. Roland Road.

License & Inspections – 9 building, 2 plumbing and 4 street permits were issued for the month.


Police Report: (Shirley Purcival)

Vice President Purcival indicated B&L Disposal Services requested an extension of their existing contract with only a small cost of living raise. Vice President researched the possibility and unfortunately, is unable to extend their current contract. When their contract expires the Borough will have to put the contract out for bid.

Vice President Purcival made a motion, seconded by Mr. Stamis, to adopt Resolution No. 1732 adopting Police Pension Plan Procedures; motion carried.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt Resolution No. 1733 adopting the PSAB MRT Master Plan; motion carried.

Vice President Purcival made a motion, seconded by Mr. Stamis, authorizing a resolution be presented to Mr. Arthur Smith at the January 2015 council meeting for his 6 years of dedicated service to the children of the Penn Delco School District and the Parkside Police Department as crossing guard at Edgmont Avenue and Forestview Road; motion carried.

Public Works/Buildings & Grounds Report: (Mary Conlin)

Ms. Conlin wished everyone a Merry Christmas.

Ms. Conlin reported that Mr. Winiarski has repaired the railing that he and his son built at the Woodlot as an Eagle Scout project.

Ms. Conlin received an e-mail informing her that signage in the Borough that has faded. Mr. Cornog has already replaced the faded stop sign.

Mr. Cornog reported to Ms. Conlin that he has general cleaning, vacuuming, mopping, etc. of the Borough building. All trash cans and recycle cans were emptied and put out for pickup. He emptied all trash cans on Borough properties and picked up litter and raked leaves out for pickup. Leaf pickup was on 15 days over a six week period. A total of 21,200 pounds (or 10.6 tons) of leaves were removed from the Borough. Christmas tree pickup will begin Monday 12/29/14 thru January 23, 2015.

Ordinance Report: (Frank McCollum)

In Mr. McCollum’s absence, Vice President Purcival made a motion, seconded by Mr. Stamis, to adopt Ordinance No. 513 setting the trash fee for 2015 at $180 per household; motion carried.


Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt Ordinance No. 514 setting tax rates for 2015 and millage at 9.50 which remains the same as last year indicating no tax increase for 2015; motion carried.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt Ordinance No. 515 setting new fees for permits within the Borough of Parkside, setting residential permits at $35 per $1000 of contract value and $70 per $1000 of contract value; motion carried.

Finance Report: (Bill Howell)

In Mr. Howell’s absence, Vice President Purcival made a motion, seconded by Mr. Stamis, to accept the Treasurers Report as submitted; motion carried.

Vice President Purcival made a motion, seconded by Mr. Stamis, to pay the bills when properly approved; motion carried.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt the advertised preliminary budget as the final budget for 2014; motion carried.

Vice President Purcival indicated she had no proposals from Auditors for the 2014 Audit. Appointing an auditor for 2014 will be tabled until the January 2014 meeting.

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis reported that he has presented Mr. Bull with the paperwork for signature and to be forwarded to Acteon for the new phone system. The system will be installed in the near future. Training on the system will be provided employees through ACTEON.

Tax Collector Report: (Ed Fisher)

To date the Tax Collector has turned over $ 728,031.41. A total of $ 5,684.16 was taken in so far in December 2014.

Vice President Purcival made a motion, seconded by Mr. Stamis, to adopt Resolution No. 1734 authorizing the Borough to enter into a 2015 Tax and Revenue Anticipation Note with Conestoga Bank in the amount of $100,000 at 4 percent interest; motion carried.
