A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 E. Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Vice President Purcival was unable to attend this meeting due to a conflict with her work schedule.

Mr. McCollum made a motion, seconded by Mr. Stamis, to adopt the unamended Minutes of the 7/23/14 meeting; motion carried.

The Secretary showed Council a thank you card from Lorraine Carolfi, an art teacher that retired from Parkside Elementary School and Borough Council honored with an “Outstanding Educator Award”.

The Secretary read an email from a resident (William Farel) that thanked and praised Sgt. Paul for assisting them when they had the car tires stolen off their vehicle.


Another letter praising Sgt. Paul was read. This letter came from Mike Cole of 8 West Roland Road. He thanked Sgt. Paul for seeing to it that a sign was erected on their street asking traffic to slow down, children at play. He also thanked Sgt. Paul
for his diligence and dedication in everything he does for the Community.

The Secretary read a letter from Mike Cole of 8 West Roland Road thanking Officer Chris Love for his diligence and dedication in enforcing traffic on the streets of the Borough as well as Edgmont Avenue.

The Secretary read a letter from PECO regarding upcoming Green Region Grants. Ms. Catania reported that we have gotten those grants in the past for the Woodlot work. She will review the specifications of the new grant being offered to see if Parkside Borough will qualify for it.

Mayor’s Report: (Ardele Gordon)

Mr. McCollum made a motion, seconded by Mr. Capobianco, authorizing the hiring of a substitute crossing guard (Carl Hayden of 18 W. Roland Road); motion carried.

Total calls for the month = 179. Leading categories: assist other police agencies – 33; building checks – 14; domestic disturbances – 13. Total traffic violations = 23. Leading categories: red traffic signals – 5; driving under suspension – 2; registration required – 2. Offenses reported: theft – 5; criminal mischief – 3; drug possession – 1. Total non-traffic offenses = 2. Total non-traffic offenses cleared – 2.

President’s Report: (Douglas Bull)

President Bull informed Council that Brookhaven Borough would like to partner with Parkside Borough on the next E-Recycling event scheduled for 10/18/14. President Bull did contact (and leave a message) Lou Bizzari of B&L Disposal to see if that would be okay.

President Bull indicated he is investigating the Our Lady of Charity stormwater runoff problem that affects Ms. Blizzard on West Chelton Road. He will report on his findings at the next meeting.

President Bull extended his heartfelt thanks to the residents working on Community Day. He is upset he will not be able to attend Community Day since he has another commitment that day. He supports whatever the Community needs.

President Bull announced a “Character First Program” early education curriculum program that would be nice for towns and Boroughs to support. Mr. Bull has a pocket guide to the program that he will pass on to Chief Egan.



Mr. Bull indicated that September 10th has been declared “suicide prevention day” and suggested everyone observe this day with thoughts and prayers.

Pubic Safety Report: (Dave Favinger)

Fire Marshal – Thirty-six rental inspections and five U&O Inspections were completed for the month. Mr. Favinger did complete the second mailing to owners for 2014 compliance with annual inspections.

License & Inspections – Ten building, one electrical and three plumbing permits were issued for the month.

Code Enforcement – 10 W. Chelton Road – A to U services cleaned rear deck and exterior of property.
16 W. Avon Road – property maintenance concerns
8 W. Chelton Road – roof work being done without permits and unsafe
100 Beechwood Road – Vacant property found to be party house. Officers secured.
3206 Edgmont Avenue – Ceiling damaged owner is addressing
Parkside School fire alarm tripped several times for no reason.
119 W. Chelton Road ongoing property maintenance issues.
110 Beechwood Road – roof issues (house is vacant and now tarped)

32 other property maintenance issues were handled prior to leaving property.

Police Report: (Shirley Purcival)

Vice President Purcival was not able to attend this meeting. However, the Secretary did report general maintenance on all police vehicles.

Vice President Purcival did distribute copies of a letter from Steve Giancristoforo (the Borough IT person) requesting new computer equipment to keep the police department and Borough office up-to-date. Council has been requested to review this information and be ready to discuss at the September Council Meeting.

Public Works/Buildings & Grounds Report: (Mary Conlin)

Ms. Conlin thanked the Secretary for sending a letter to Brookhaven Borough requesting Parkside be able to purchase road salt for the 2014 – 2015 winter season.

Potholes have been repaired.

General cleaning of the Borough Hall was accomplished during the month. The gutters of the Borough building have been cleaned. Grass cutting, emptying trash cans and picking up trash and trimming bushes and trees on Borough property was


also taken care of during the month. The Woodlot has been cleaned and maintained.

Ms. Conlin reported that Ryan Cornog did thank President Bull for taking care of the fallen tree at the Woodlot on 7/16/14 in Ryan’s absence.

Ms. Conlin also reported she has received a request to have the duct work at the Borough building cleaned. It has never been cleaned. Ms. Conlin will try to get this taken care of as soon as possible.

Ms. Conlin made a motion, seconded by Mr. Howell, authorizing Ms. Conlin to attend (at the Borough’s expense) a Grant Writing Class on 9/25/14 at a cost of
$150.00; motion carried.

Ms. Conlin did thank Ms. Saunders, Mr. Cole and Mrs. Cole and Mr. Townsend for all their hard work on preparing for Community Day 2014.

Ordinance/Recycling Report: (Frank McCollum)

Mr. McCollum reported that refuse removal for the month of July was 172,340 of regular trash and 12,400# of recycling.

Mr. McCollum reported that the next E-recycling day in Parkside is October 18, 2014.

Mr. McCollum made a motion, seconded by Ms. Conlin, to include Brookhaven Borough in the next E-recycling event scheduled for 10/18/14; motion carried.

Mr. McCollum indicated that Suicide Prevention Day is very dear to his heart and would like the Secretary to try and get a copy of the resolution to be passed at the September Council Meeting.

Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Mr. McCollum, to accept the Treasurers Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Mr. Stamis, to pay bills when properly approved; motion carried.

Mr. Howell made a motion, seconded by Mr. McCollum, to adopt Resolution No. 1728 setting the 2015 Financial Requirement and Minimum Municipal Obligation Budget at $56,519; motion carried.



Mr. Howell indicated that 2015 budget wish lists are due to him and Mr. Possenti before the next Council Meeting, September 24, 2014.

Mr. Howell made a motion, seconded by Mr. Capobianco, authorizing a donation to the Brookhaven Basketball League 2014-2015 season in the amount of $200; motion carried.

Mr. Howell has received a letter from Vice President Purcival requesting a Windows update for $4000 to the Borough computers. Mr. Howell is getting a second opinion, and since it is not budgeted for this year it will be discussed at the next meeting.

Mr. Howell reported that the “Character First” Program is now in Oklahoma schools. Mr. Howell is in favor of this program.

Mr. Howell indicated it is his recommendation that if the Parkside/PSP Citizens Police Academy is conducted again, he would like to make sure the costs of the program are covered and not paid for at the resident’s expense.

Mr. Howell thanked Chief Egan for keeping overtime down in the Police Department.

Recreation Report: (Nick Capobianco)

Mr. Capobianco introduced and thanked the Community Day Leaders for coming to the meeting tonight and for all their hard work and dedication in preparing for Community Day 2014. The Community Day Leaders are as follows: Judy Saunders, Mike and Roberta Cole and Mark Townsend, along with Mr. Capobianco. Mr. Capobianco thanked the Secretary for providing Council with copies of documents prepared for Community Day.

Mr. Capobianco indicated that at no time have the Community Day leaders or himself kept any information from anyone. They had no concrete information to give prior to last month’s Council meeting. The allegations through emails are nothing but falsehoods and character assassination.

Mr. Capobianco also addressed Councilman Stamis’ remarks from last month’s council meeting that “he was curious how Community day was going because it doesn’t seem that anyone on Council is involved with it this year”.

He answered this way, no one sitting in this room, until tonight, from Council had offered their help. Only one Council member (Vice President Purcival) that is not here tonight, had contacted me directly. Secondly, these volunteers for Community day had reached out, by word of mouth or email, to ask if I needed help. I did not ask them to volunteer. The residents spoke, I listened, and I took action. In addition, there are volunteers that can not make it on this day, but are working up to this event. I have the utmost respect for these residents and I am honored to be working with them.

I requested the Community Day leaders to come down tonight to address any concerns that Council members may have for Community Day. Please feel free to address any questions or comments to them and they will be glad to answer.

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis indicated he will update the Borough website to reflect that Brookhaven Borough will be participating in the E-recycling event on 10/18/14.

Mr. Stamis indicated that the phone system in the Borough building needs to be addressed.

Mr. Stamis reported that he has been involved with Community day for the past 5 years. He stated that he never made any accusations, just asked questions.

Mr. Howell asked if B & L Disposal has given the okay for Brookhaven to participate in the e-recycling event. President Bull stated he called Mr. Bizzari and left a message on his answering machine and has not heard back yet.

Tax Collector Report: (Ed Fisher)

The Tax Collector, to date, turned over a total of $ 713,619.00 to the Treasurer.
A total of $ 6,930.00 was collected during the last month.

Engineer’s Report: (Lisa Catania)

Ms. Catania reported that she did receive the Maintenance Bond from A. F. Damon for the Avon Road project.

An invoice in the amount of $ 3,101.90 for A. F. Damon has been forwarded to the County.

The completion report for the 2013 road program has been forwarded to PENNDOT.

Pothole repairs have been completed. Liquid Fuel money will be used to pay what the PAT Grant does not cover.

Pedestrian lighting on Edgmont Avenue is the next project to be completed.




Solicitor’s Report: (Jay Wills)

Mr. Wills reported that the Borough currently has A – U Services providing grass cutting and nuisance abatement services. Mr. Wills has filed a nuisance abatement lien against the property. At the end of grass cutting season another lien will be filed for all services provided through September and October 2014.

Unfinished Business:

Ms. Conlin, at last month’s meeting, asked Council to think about adding to the budget, money for maintenance to the Woodlot. She is still working on getting information from companies.

Mr. Wills reported that last year; additional requirements were placed on Vendors selling food at Community Day and asked if those requirements are being followed.
He was informed they are.

Mr. Howell will send an e-mail out to set meetings to discuss the 2015 budget. Mr. Wills suggested putting together a budget calendar (multiple dates) so they can all be advertised at one time. If any of the meetings are cancelled it can be posted on the door to the Borough building. This will save the Borough advertising money.

President Bull reported there were some cost over-runs this year. The budget for 2015 needs to stay nice and tight.

CALL TO CITIZENS:

Mike Cole of 8 West Roland Road – Read a letter to Council indicating it has been a pleasure working with Matt and Judy Saunders, Mark Townsend, Roberta Cole and Nick Capobianco on Community Day. He indicated the Community Day Committee is open to anyone that wants to serve on it. In the letter Mr. Cole indicated it appears that some council members have a vendetta against Mr. Capobianco and like trashing his good name. Mr. Cole would like Council to work together for the betterment of the Borough.

Mr. Howell indicated he has nothing more then wanting to know what is going on with Community Day. President Bull indicated there are zero hidden agendas and that he is sorry Mr. Cole feels that way.

Judy Saunders of 62 E. Chelton Road – asked if anyone has any questions please ask them here and now. She did inform Council that a letter was sent to Jackie File-Bacon asking her to be the Master of Ceremony at Community Day to acknowledge all of her hard work and dedication to the Borough in the past.

Ms. Saunders went on to indicate there will be a photo booth with props, a moon bounce, bungee run for the older children, DARE will have a program, the SPCA will be on hand, there will be spin art and face painting and a duck pond, three-legged race, and costumed characters for the children and much, much more participating at Community Day.

Mr. Capobianco indicated none of this information was finalized or available at the last meeting.

Donation buckets have been put in several of the Borough stores. The Fire Department will participate.

Perry Sweigart of 23 East Elbon Road – asked if there is reserved parking in front of 25 E. Elbon Road so that no one else can park there? Chief Egan informed Council that agreement was made 10 to 12 years ago by a previous Council due to the fact that the resident at 25 E. Elbon Road has autistic children and needed the parking. The only way that can be changed is for Council to vote on it.
President Bull indicated he will speak to the residents and see if that particular parking is still necessary.

Tony Saracco of 138 E. Chelton Road – requested permission to install a driveway partially onto his front lawn. He was told that is against the Borough Code and he would have to apply to the Zoning Hearing Board.

Barbara Boyle of 8 West Chelton Road – Informed Council that the property owner of 10 W. Chelton Road is deceased. She thanked the Borough for seeing to it that 10 W. Chelton Road has been cleaned up.

Ms. Boyle indicated if President Bull is still interested in displaying artwork from the Penn Delco School District in the Borough building she can facilitate that. President Bull will speak to her following the meeting.

At this time, President Bull called for an Executive Session immediately following the Council Meeting. Mr. Capobianco presented the Solicitor with a signed letter indicating anything to be said about him at an Executive Session may be said at an open public meeting (in accordance with PA Sunshine Act Section 708 (b)) because he has nothing to hide.

There being no further business, Mr. Howell made a motion, seconded by Mr. Stamis, that the meeting adjourn at 8:17 p.m.; motion carried.
